😹😹Also you threw them in a sewer? What thought compelled you to conclude that that was the best course of action? I mean... Sigh...
Take my advice: hitting bullets with a hammer is not as smart as I once believed 😼 -

Nail gun charges aren't long nor do they have a bullet on the end. It's just a blasting cap. It could be a .17 but those are rarely hollow point and don't have the markings on the side of the bullet. still no point in bringing them to the police. No one runs around with 500 bullets in a hat trying to kill anything more than some squirrels. It's crazy for anyone to say its absolutely something without seeing it. It's probably .22lr, but there are a lot of other small caliber rounds out there. Based on the description, it could just as well be a nail gun charge.
Take a picture of it and load the picture into the google image search. That's your best bet.

They say REM on the bottom. There is no silver circle or cap it's just one big piece of brass. Thus I deduce it has to be pinched to shoot? -

They are still worth money. In Afghanistan we would use spent brass to buy DVD's or even tv's from the local shopkeepers.

They melt them down for brass. Same reason people steal copper from job sites. Metal is money.
