Rights as capo?

I had a discussion with another player about capo rights. It is my opinion that as capo, you have rights and responsibilities in that city. Specifically, if you don't want a player there, and have the ability to remove them, it is your right as capo (or even just a powerful mob) to do so. He disagrees and says no one owns an area. What are your thoughts on this? I know it's a war game and I don't need a reason to attack or cap.
Disclaimer - it wasn't some puny guy from the area, it was a larger mob than me, who has little presence in the city, it was swift and it was cordial.
