Not fully established in next door town?

I live around an area of several small towns - now its telling me in one of the towns (where I had placed before mind you) that im not full established as if I used an airport. Any suggestions?

Just wait it out. I'm on a recent road trip and plopped a couple turf and it tells me the same

I have turf in a new area and it's been about a month and I'm still not at 100% strength. What's up with that
