Go to missions and press "get protection" at the top of the page. Pay off your police protection as that may be what's messing with your income

Pay police protection or get capo and you wont pay upkeep.

All but 2 of my turf I'm capo of.. I lost about 40k+ in 2days!! I know I bought guns but not 40k worth..
