I've got someone who is 10 levels above me and he literally opened up 6 84inf turfs overnight but he Is weak and I'm capping his new turfs is that fair?

it is totally fair. This game is called turfwars. What kind of game would it if players didn't war over turf

Cap them all, then tear them down and wait for him to build again. Keep doing this until he gets pissed and resets
