8:1 ratio = cap?

Found a guy much weaker than me with more turf and an 8:1 ratio. Seemingly obtaining them from capping I've only seen two legit turfs.
So what's the verdict?

I took a quick look at the guys turf and we are talking 7-10 plus capped from single individuals multiple times. Looks like he just took out inactives.
