When I was small I thought ppl would only be like 20 when they were 80 if on a leap year.

I saw a news article about that. Technically, you're right. A girl who was 8 was really 2 because of leap year. A guy that was 84 was really 21. The most common thing to do is to put their B-Day the day before or after Leap Day.
