Destroying players reduces income but just capping doesn't. And no need to message at all. Just cap one turf. If nothing back then assume inactive and stop capping then in that area.

If they have Brens they are fair game. Loot tells if they played recently.
Also if their xp is over their next level that shows they haven't run missions. Still may be active though.
Next thing is have they created any turfs recently. Also you can see if they have any comments that indicate a conversation. If no code list are posted they are active.

I think the xp above is a good tip. I had never checked that. I mean after enough hits it would be over. I like it.
