Because it annoys people and it is against TW tos (the rules). You can get banned... That is why.

Because all it does is show that you want to get attention or yourself. Annoying as hell.

Bumping in GD isn't allowed because only threads that are getting commented on should be moved up. If the community isn't interested in the topic it shouldn't be at the top. Imagine what the first page would look like if everybody bumped their threads.

When you post a thread have several additional things to add to it before you post. Let it move off the first page then add your relevant posts to give it a second chance. I do this sometimes to give players throughout the day a chance to comment on it.
