What are the rules regarding multiple accounts?

My assumption is that it's fine as long as they don't get used to simultaneously attack the same target or to try to capture a target turf.

Are there any set rules?

One account per device, if you have a JB device and spoof multiple UDID's this is a no-no as well.

Rules are pretty hazy regarding multiple accounts. A good way to keep yourself out of trouble is make it so that they in no way benefit each other. So like no heavily taxing one account with the other or capping it.

My own thought is that GPS forces duplicates to be in the same area, so capping an account early to make it more mobile and help put distance between the two can't be a bad thing, but if someone were to use two accounts to cap everyone and then become Capo of an area that'd be wrong.

Is this what's meant by muling?

Mulling is heavy taxing/capping and vendettaing with your own alternate account. It's against TOS to use a second account in a way that you majorly benefit from, like taxing an 85 turf with an 86, mobbing up and jking yourself in a vendetta, or hoppin by planting with one account and capping with the other.

I wouldn't, but that's your choice. The mule rules are very grey. Getting banned isn't your only worry. Some players bash on multis pretty heavily, some rightfully and some get too overzealous.
