When I check some local mob in hk ... They are capo of cities which basically covered by my turfs ... So how does the system say whether x is on city of y ??? Is it all ramdom or wt ???

Yup ... I see my my friend who basically hv 1/8 of my turfs get more than 15 cspo titles ... Which most of the turfs are just built near mine ... The feeling is like ... When ge built he built on the earth different from mine ...
