How do you fairly start a war?

When I say fairly I mean that I don't want to start it by randomly capping a guy for no reason so I wouldn't have anyone that would back me up because I would be the bad guy.
I know this doesn't really belong here but I can't think of any other places.

Ive warred with 2 people over taxing turf. But this is a game, you don't "need" a reason.

If you want people to help you, get them on board from the start. Don't get balls deep and then go running for help.

If you cap someone once and start a war they are clearly pathetic. Bullying them is bad. But a cap? Yeah. Shouldn't harm anyone

Join DBR they cap people for fun, they don't need any excuse
