Citizens of DC... Just a
brief public service announcement. There is no cause for alarm. Feel free to spread out and relax. I have only two targets, (and you know who you are...). I will not cap anyone else, and have no territorial claims other than what I already have. Anyone inside a cluster with me is safe from external aggressors. Outside the city limits, you are on your own.
