He wasn't smaller then me this morning though. I've just been hitting everything my lvl, and growing. If he turns this into a whole town vs me thing, is there anyway I could get back up near Reno NV. ?

There's always the option of diplomacy. Talk to the town first. If you attacked their turf tell them you're sorry and are just new and didn't know. Btw attack with regular attacks only unless you're ready to fight. Turf attacks tend to be an act of war

So the proper way to handle it is toaatack everything in sight. Burn the city burn all the cities! Wash the streets in blood. Who cares if they attack you just burn them som more. Remember war is the answer to all things!
