I have an issue to pick with all of this. While some of these experiments are truly wrong, even unethical, most would be seen as acceptable at the time given their level of knowledge at the time.
Radiation, for example, wasn't always well understood. It was thought to be potentially helpful, and turns out it is in some cases such as radiation treatment for some cancers.
Testing standards haven't always been what they are today, there was a time in the not so distant past that "treatments" in their initial stages of development were done on human subjects. That was the accepted norm. We can't fault people 50 pr even 20 years ago for not living up to the standards of today.
The other issue is knowledge of long term effects. We know asbestos is some nasty stuff, but that wasn't always known. There was a time when asbestos was as popular as Teflon is today. What if In 10 years we find out Teflon is linked to some disease? Is that possibility reason enough to stop using it today?

That's not what I'm saying at all. Some of those tests were clearly wrong to do. The one with the mentally challenged kids, they knew what they were doing was wrong... There is no excuse for that, as well as several others.
But injecting infants with radioactive material (forgot which isotope they used) could have had the best intentions in the world. Modern testing standards would certainly not allow that sort of testing, but I'd have to read the complete story before making any judgement on that.
It's possible that these babies were at a high risk for some sort of infant disease and radiation (which wasn't really understood at the time) was thought to be a cure.
Maybe it was malicious also, I just don't know. based on the information given there is no way to say, and to jump to conclusions is not the right way to go about things.
