This is about references in turf wars from elsewhere. I know one, the severed horse head. It is from the Godfather, where 2 guys kill a rich and uncooperative leader's horse and leave its head in his bedroom.

Cement shoes, as far as I've heard, was actually a way some mobsters would kill their victims. Well, by pouring cement on their feet and the. Dropping 'em in a river.
