First of all, I had 4000 influence but had to remove alot of my turf cuz I need more room for going places. I had to delete them

I capped too many turfs so I couldn't lay any down in new places. So I had to delete the useless ones to get below the limit so I could place one when I travel

Yes it does. Bigger city means it takes more influence and skill to handle and keep down the troublemakers in that city. I had to wipe out one to show who's boss.
