Why does the game say and let me capture somebody that is 602 meters away but then not let me capture only bc it says I'm not close enough to someone that is 357 meters away but I meet all the other requirements? Thoughts please

It depends on the guy your capturing. The more influence he has, the farther away you can cap from.
