Just noobish me wondering If there's a certain point when I should cap or if I can go ahead on a capping spree.

I usually advise players to not go on a capping spree and stick to thier limit to avoid becoming a target

All turf is fair game, i say cap the inactive, they dont play so they wont b able to start a v and bite u in the ass...

Also some inactives aren't retired just away for a while or going through something that prevents them from playing -
Worst advice ever. People find out your capping inactives and you will be reset.
