Considering most of them don't stay under lvl 20 for long it's hard to tell. Dr. Seuss I think as 10 last time i checked. She's got my vote.

Overall attitude.
At level 20 anything is possible. They don't start showing their true colors till like lvl 30. It's the noobs with the brains we want to acknowledge. Just cuz they have a big mob now, doesn't mean they wont have the same size at level 50. And you have to have a big mob to defend a big influence level. So mob+attitude.

Its not by votes its by overall stats like mob weapons turf influence etc.
