84 inf turfs or lower turfs that are from players that have not built new turf in quite a while. Even now you can find players with 86 inf turf that have not played in a month or more. Those are the ones that you just want to tax and not cap out.

Search the player's name in the mob link. A player who has been inactive for several months will not show up in a search. Better yet, send the player a pm. His answer, or lack thereof, should resolve the matter.👍
