If you were surrounded by a smaller player and you can see that he capped those turfs from another player, would you cap his turfs?

Only if necessary. Capping people hurts them and you as well.

But if there are inactives in your area and he is just capping them one by one you need to get him to stop.

I would take the biggest one and inform him that there are eyes watching him and he can be capped as easily as he is capping people......then politely ask him not to cap inactives or noobs
