What you're asking isn't clear but the turf you're attacking needs to be with on 50% of yours and the turf owners influence needs to be no less then 10% of your total influence. This is also covered in more depth in the help forum.

I think means something like howany levels below you can you attack, well, I've gotten away with 10 levels below me...

Someone almost 40 levels above me just attacked my turf, so it appears that higher levels can just do whatever they like in this regard.

You can attack anyone you want. Now attacking and winning us another story. For fighting it seems to be around 10 to 20 lvls before the Don helps.
Attacking turfs seems to have a whole 'nother equation and has a larger lvl buffer.
