Established?

When Do you consider some one established enough in the Game so it would not be consider attack a new small noob.

I hold most plays as noobs at lvl 20 or lower, or their first 1,000 mob... Wichever comes first.

So if they are lvl 20+ or 1000+ mob it wouldn't be frowned upon to cap a turf or two of theirs?
