You're a little confused. Attacking someone (like from your fight list) is called attacking. You can attack a player or their turf. Taxing someone refers to collecting protection money from their turf (by using a higher influence turf).
Having a capo doesn't neccesarily indicate whether someone is a noob. A new player could build a 1 inf turf on their first day. If there were no other players there, that player would get the capo. That happens fairly often.

The minimum amount of xp you can get is 1, unless you've attacked a player a certain amount of time in a 24 hour period. I always forget how many, but I think it falls off around 14 attacks.
