Yo! I've tried to talk to this guy, but he keeps stealing my turfs. I need to recruit some people to my vendetta so that I can conquer back my old turfs. Please help!

Well you can because it's within range for attacks, but you won't provide much help....
What are the details, do you have more detail about why/who/what you are fighting?

Well, if you would buy proper armour for your mob and weapons, this guy would not be able to hurt you much.
And punching 2 hours of invite codes ouht to give you an advantage.
