Actually, last I checked (2-3 weeks ago) he had used a consigliere or dps to pay for protection

@Tylor, Money is over limit. If he is capping you, just build away from him

How can you tell if someone used a consigliere? Also, his experience is over. If he was capping wouldn't he level up?

Cap a turf and see if he is paying the police bribes, but it must be in an area that he is NOT the capo.
You are correct about the exp and leveling up if he is capping and/or running missions. My mistake, forgot about the level update.
