Need help taking back my city. I targeted 3 out of 5 top capos in woodland ca. They are inactive I'm my area and have a rediculous amount of turf.

Why do you want a V on an inactive player? IF you want a meaningless capo, plant the turf to earn it.

Yeah, you don't have to erase their turf to get capo. Inactive or not, that helps the over all income of the area. Just plant more turf then he has. If he's inactive shouldn't be a problem.
