I might be able to figure out the situation? The target is 500-1000 more mob has slightly better weapons. Probably took anywhere from 1-5 turf and this is a bully. Oh and maybe there were some upgrades on the turf captured. Not for sure, but highly likely.

So after some investigation I would like to retract my previous comment. To say that this looks more like a case of..I can cap but no one can cap me or they are a bully.

Well that's dumb. It's just a little town and he capped out two inactive players from it. It's right at the size where those two players could make a big difference. Probably destroyed half his income and missed a good taxing opportunity. I'd spank him too if he did that in my neighborhood.
