He keeps destroying my bases. I replace them and he destroys it! Help. Destroy aussiehaka!

Im on it.
They wiped all the inactives in my town.
Even after trying to help them progress.
They were asked to stop it, aussie said "yes he will stop" few days later, every smaller inactive is gone, had no idea who did it untill i see in his turf list the only one he held on to was capped around 17 hrs ago,
Plus i have confirmation aussie and his mate shady, have no intention in progressing, just to cap and cause trouble
