There is a guy with a vendetta on me and keeps taking my turf. Anybody in the area that could help?

He started it and I retaliated. I stopped then he has taken turf and attacked me repeatedly. Are you in range or willing to help?

He has taken 2 recently (that's what you see) he has taken around 20 overall but when I get close to taking them back he just destroys them.

Actually what I see is a bunch of turf from inactives on both of your turf lists.

Only 9 are from inactives 5 of which I got today. By lake Springfield I have a couple turf. poonslayer had like 5 or 6 that he destroyed because I was close to taking them after he attacked me. Now he is taking some of my turf and repeatedly attacking me.

I did it to get the $ to go positive since I had so many weapons.

You would be better off punching codes & arming them with non upkeep weapons.

You're in a mob race. Mob up and focus on increasing your defense so he can't cap you. Go to ICM and enter in all of the temp codes and regular codes you can. If you have don points or cons, use those for global protection. The V that you're in will only help your defense, so use the time you have to mob up. You have to have at least 2k plus more mob with the proper weapons to actually beat someone's defenses. So to be safe, aim for 3500 and he shouldn't be a problem and you can start capping him with ease.
