Join my vendetta against huckleberryfink in York and Dover. Today he has capped three of my cities. All my mob is equipped. Help me!

I can't find him. What's his mob size and what areas is he located in?

All your mob? I would call that more a street gang. Try for 100 mob per level as a start.
