Lv 78 with 18k mob keeps taxing and taking my sht I have to keep rebuilding....

Talk to the guy nicely and see if he will remove upgrades. Your turfs are too close together, spread them out. Make them difficult to cover. And in the worst case just tear down and move. It is uncommon for them to keep chasing after you.
