My turf. He has way too much influence for a guy with 2k mob (9k influence) and has capped two of my turf for no reason. I need help taking him down.

Losing two turf isn't enough of a reason to launch a V.
Read the help section on weapons, then take a look at what you have. Your problem might be there. Hard to tell exactly without seeing the other player's profile.

He's got 2.9k mob fully armed with Lupuas. And it's not just me. He randomly caps everyone around him. He's got like 109 turf and he's only lvl 69.

Gophuk is capping, I doubt he planted 10% of his turf. And because he's pretty weak himself he must be capping from brand new players.
