Two things to consider:
1) Unless the turf creation date is very close to the date of current ownership, you don't know how many people have owned the turf since it was created.
2) Any turf that's capped is going to be capped from a smaller player. You can't cap a turf from me, I can't cap a turf from Freemason, for example. The issue is going to be whether is going too far within the context of any situation.

Believe me, I get what you're saying. I just happened to notice more than half his turf is capped from other mobsters. Didn't go too in depth, such as dates or possible inactives.
