I don't see him around your turfs so I'm guessing he's just attacking you, that's no reason to start a V but you do have to be lvl 25 to start one anyways.

You also have more mob than him. Read the "how to arm your mob" thread in the help forum.

👆 also Try reading the help section on how to arm your mob. You basically have no weapons and you're bigger than him.
