  Buff, attacks on you are a normal part of the game.

  If he attacks your turf or caps excessively, maybe you can nicely ask him to stop. Have you tried that yet?

  If you have, you might want to check with some local larger mobsters and capos in nearby areas to see if they can talk to him. Or check your local leaderboards.
