U have 5 more mob. Mob up. Punch about 300-500 codes. Should take 5-20 min depending in how slow. Then arm your mob and them you can get him

You've only been playing for 5 months, so how did he cap you before you started playing? After 5 months, you should have at least 10k mob. You don't even have 1k. 😒

I had to start new 5 months ago because of a bug but had had been capping my turf for 7 months before

There isn't a bug that makes you reset. Even if you did reset, the old comments would still be on your wall. You have been playing for 5 months though; your turf proves it. You should easily have at least 10k mob by now. There's simply no excuse for having less than 1k.
