When telling the tool police about a rogue tool, you have to describe it to them.
You need to tell them where you last sighted it, and you need to tell them what it is called.
You need to tell the police what the tool did to you, how many times etc., and basically tell them everything about it.

Example:

•Tool's name: Harry the Hammer
•What tool did: Beat up on Ned The Nail.
•Harry's details: 0.5kg claw hammer, fibreglass handle, maximum stamina & 4.5k mob armed with ... hammers.
•Last sighting: Harry was seen with well-constructed turf scattered all around London, England.

Use a bit of logic, put in as much info as you can. That way, the police can determine whether they can deal with the tool, whether they should bring in SWAT, or if they're going to need Mickey Dunn.
