If you want help you need to add more info to your thread in the V forum.

1. Target including details on mob size and location.
2. History of what has occurred that is resulting in this V.
3. Detail of any attempts at diplomacy.
4. Detail what your losses are.
5. Ensure all members of your V have turf within range (1,000 miles) for attacks and defence.

Note: mob attacks or being taxed are not generally considered reasonable excuses for a V. Neither is the loss of a couple of turf.

He keeps taking my turf, like 6 so far
I sent him a message but he basically said screw u I'm taking all of your turf
He is newyork new Rochelle his mob is about 5300, I only have like 840, please help

The only lesson you're going to teach him is how to cap an obstinate noob out of the game in a reasonably short amount of time.
