You are allowed multiple accounts it's just frowned upon

It's really only frowned upon if you use one account to benefit another.

Otherwise it's not hurting anyone and no one should care. Although if that's the case you clearly have too much free time and are in desperate need of a hobby.

Meant to be one account per device. Many people have more than one device

But using 2 accounts to gain an advantage over another player is a no no. Eg combining 2 accounts into 1 for a V to attack another player.
