According to the target brokenscilence86 , hoodini was caught capping inactives. He is a repeat offender and has already been taken out of the game once via forced reset.

Quick same of his 25 turfs in Fayetteville I found 2 hoodini built himself. Might have to hop from little rock and help him out :-)
