I really don't know how this works but it seems unfair to be milking 12 turfs with 86 inf. by 3 135 inf. turfs.
No one in my area can stand up to him.
Hopefully someone helps and restore balance in expansion capabilities around here.

Ok so he is not capping he is taxing. Why do you suspect that they are mules underneath him and not just other players?

Sounds like he is just a larger player getting paid for protection. That's how this game works.
