Well this guy in my area is picking on the new guys, and im stronger than him, but if i start capping him im scared he will start a vendetta... What should I do

Give him a warning. Keep copies of the posts. If he answers back or gives lip. Knock him out of the ballpark.

You need to keep those under you that act this way in line without a secound thought. Give them a reason to respect you through fear and it should be fine.

Well, if he starts a V then bank most of your money and try to stay in the ER and just wait it out. If he starts another V againt you then start capping everything he has :)
