Ok so one day I was just minding my own buisseness trying to get levelled up and stuff so I attacked someone a few times. I didn't even win all of them, yet he retaliates capping some of my turf with his friend attacking too. I am going to mob up and am going to ask for him to stop but should I take action against him? He is called ro ro roson.

So, maybe you should consider asking him to stop and THEN consider a vendetta. From what you've said, his actions don't seem that unreasonable.

I offered to assist this turfer(who then insults me). He issued a V against a few guys who were ganging up on him. It appears there is a bit of aggression from both sides. No big bullying situation as suggested. I an monitoring the situation and if needs be I will intervene. But it's all in the game. NI is small so these things will happen but a V is a little OTT from what I c Anyhoo.
