If that's the case your friend needs to punch codes with a mob of 900 and influence over 2,000 that makes them a target.

I can see Digger has 4 turf in Stuart being the same locale as Master Chick. None of these turf have been capped.

By comparison on a random sample of Master Chicks turf I confirm at least 8 have been capped. Not bad for a mob of 900 what size player is being targeted there.
