I'm located in a few Cleveland suburbs there is a player with a larger mob targeting me because he feels I should not have built in "his city" so the target is Lead Pipe Larry. for myself this is a defensive vendetta to buy myself time to build my mob

Nobody is being bullied except by you, and taking inactive turfs is not tolerated by who? How do you expect to build a bigger income without getting more turfs and who better to get them from then someone that doesn't even play?

Capping from inactives lowers the overall income of every player in an area. For this reason, it is frowned upon. Please read the many forum threads on capping and income in the help section.
