I need help with a punk named Cooley in Springfield, IL who bullies anyone who isn't as powerful as him and will not stop. I've depleted my last dime trying to get him to quit building on top of my turfs and draining them. I've asked him 4 times to quit and I've moved 3 times.

He's actually nice. Though that may have been someone with a similar name. If he's not that guy, then yeah not so nice.
