How does the pay for protection work?

I have a friend that I got to play this game once I got into it! I asked him to build his turfs on top of me so we can both make more money! This guy did just that and now I am paying my lower KVM friend for protection when I am bigger and stronger than him! mY QUESTION: how is this possible and how does protection of turfs work? If his turf is at say.... 84, and yours is 83. You gotta pay. Both at the same number and nobody pays. You just make more for being near eachother

MinE sais 64 his sais 38? That is why I'm confused
