Cap 1 inf turfs?

Can 1 inf turfs be cap'd if all other cap criteria are met?
I'm about to be bulldozed but instead of tearing down up to 10 turfs to stop the onslought will decreasing the inf to 1 stop them from being cap'd?

Only if you are still within 10% of there inf

I have 5,000 inf and this guy has 12,00 plus, so I am gone over 10%. So can he still cap my 1 inf turf if all the usual cap criteria are met?
